SHAPIRO is professor of political science and associate director of the Center for the Social Sciences at Columbia University; LAWRENCE R. JACOBS is associate professor of political science at the University of Minnesota. The authors'research, which is part of a larger collaborative project on the Clinton administration and social policy, has been supported by the Russell Sage Foundation. Weaver's work has also been supported by the Annie E. Casey Foundation, and Jacobs's and Shapiro's by the Robert Wood Johnson Foundation.
